This is an error of Steam Desktop Authenticator. Please report that bug to @Jessecar96.
Check those:

  • is your SDA connected to internet?
    • is the file kkept in encrypted form? If yes, decrypt it in Encryption Management menu.
    • Is your SDA showing the same codes with phone? If not, export may have failed.
    • Try unlinking on phone
      if it doesn't work - simply try to login on steam and when it asks for Steam Guard code - just choose recovery options.
