This role defaults to downloading Solr from https://archive.apache.org/dist
This is a very bad practice, as Apache is a non profit organization with very limited server resources, and if everybody started downloading directly from Apache servers, it would be very costly. That's why the mirror system was created. See the text in bold on the archive site: "Please do not download from apache.org"
The role should instead resolve the nearest mirror and use that for downloading (can be done by simply calling https://www.apache.org/dyn/closer.lua?asjson and parsing the root URL from "preferred", and if that returns 404, then fallback to the root URL from "backup".
