District can be a state district (as in opendagacedata API) or a city district (as in HERE api).
Must be clarified or replaced with other data storage.

Nominatim and Photon now both use 'district' for city districts. The reasoning was that the OSM data has many examples where having city parts is useful (suburb, borough) but pretty much no uses for state district.

The opencage data API has switched as well. So I would suggest to just clarify the documentation that 'city district' is meant.
