Paver setup fails with bad handshake

Hi,

I´ve just run a geonode install from geonode-project -b master. paver setup failed because of a bad SSL handshake on Ubuntu 16.04. I think the cleanest solution would be to whitelist the build servers cert on the requesting server.

As a quick fix we could add the

verify=False

as geonode core does in pavement.py.
