As a researcher using Intel GPUs I would like the ability to set the LevelZero Performance Factor at additional GPU domains

Is your feature request related to a problem? Please describe.
Some workloads can benefit from external performance hints to Intel GPUs via the performance factor interface. Currently GEOPM only supports this control at the GPU Chip domain for the compute die.

Reintroduce the LEVELZERO::GPU_PERFORMANCE_FACTOR* signal and controls that were originally proposed as part of #2173.

Use sysfs entries or other means of accessing these controls and signals

Additional context
These signals & controls were removed to reduce the scope of #2173, but are still of interest on HW that supports them.
