Is your feature request related to a problem? Please describe.
I'm always frustrated when my system is running at a frequency I don't expect and I can't tell why!

Describe the solution you'd like
I would like a guide to how to use GEOPM to debug common system issues & states such as:

  • Frequency throttling & how to determine reasons for CPUs & GPUs.
  • Using GEOPM to explore HW capabilities

Describe alternatives you've considered
None.

Additional context
This should be one of many quick-start guides.
