Add GPU frequency sweep scripts to the integration infrastructure

The implementation for the integration infrastructure feature was enhanced to include scripts that sweep over the GPU frequencies in order to gather the necessary data to produce GPU-CA policies.

Done criteria:

• Documentation changes to describe usage of the sweep scripts.
• Integration test to verify sweep script produce expected results.
• Run the test by hand to ensure functionality is correct.
