Describe the bug
I tried to install the geopm-service package and I expected the journal to be warning free instead warnings are emitted about the configuration directory.

GEOPM version
Output from geopmread --version
3.0.1

Expected behavior
No warnings on a clean install. Probably should create /etc/geopm when the package is installed as part of the spec file and debian packaging.

Actual behavior
Warning is printed in the syslog.

Error messages produced

Warning: <geopm> Unable to read MSR configuration from /etc/geopm. Reason: <geopm> Runtime error: Helper::list_directory_files(): failed to open directory '/etc/geopm': No such file or directory: at src/Helper.cpp:155
