As a user of Sapphire Rapids I would like to be able to read telemetry through the PMT driver

What problem does the story solve? Please describe.
Fast access to hardware telemetry is available with the PMT driver. It would be great if there were IOGroup support for the PMT driver.

• Investigate how to configure and use the driver
• Design how it might be adapted to the PlatformIO APIs
• Determine if SysfsIOGroup / SysfsDriver classes can be leveraged
• Implement IOGroup support

There are other ways to get some of this telemetry, but PMT has the potential to be lower overhead, and expose new metrics.
