Right now counting features from the WFS (2.0.0) server is not implemented. However WFS 2.0 supports such query using resultType=hits. In case retrieving features using paging, knowing the number of records beforehand is very helpful to determine the optimal chunk size also to estimate the progress of the retrieval.
Closing. pygeoapi does not implement WFS 2, or any of the first generation OWS Web Service standards. If there is an issue in pygeoapi, feel free to re-open with a test case so we can reproduce.
