GEOS-Chem submodule update: Minor updates to run directory files

- Update Restart collection in HISTORY.rc to include BXHEIGHT and TROPLEV for all simulations - Improve GCHP error message in run script examples Also update CHANGELOG.md here for the 14.0.1 release. Signed-off-by: Melissa Sulprizio <mpayer@seas.harvard.ed
