javaOptions ++= Seq("-Djava.library.path=/usr/local/lib")

When installing libgdal-java 2.4 via the ubuntugis-unstable ppa on ubuntu 18.04, the path for gdal jni is /usr/lib/jni so

javaOptions ++= Seq("-Djava.library.path=/usr/local/lib:/usr/lib/jni") 

would make sbt builds work from scratch on ubuntu platforms (tested here via intellij)
