This doesn't work for me, and I run into several issues, that have working PR's.

I'm not sure that it is!! Lots of bugs from months ago, really easy to fix, none of which have been fixed.

is there nobody who could at least merge the PRs for cipher and deploy a new release to pypi?

I feel the same way as OP. I'm considering making my own fork and manually adding the PRs to it.
