[BUG] includeToc: true does not include a ToC

Describe the bug

When toc: false is set globally, setting includeToc: true in a content page frontmatter does not include a ToC.

To reproduce

Steps to reproduce the behavior:

1. Set toc: false globally
2. Set includeToc: true in a page frontmatter

Expected behavior

When toc: false is set globally, setting includeToc: true includes a ToC on the page.
