This is a Feature Proposal

Description

Apply ideas that I have discussed before (see here and here) to allow latency injection practices.

Would require a combination of middleware support and integration with the client libraries (similar to how we have implemented correlation IDs), and allow configurations to come from SSM/S3/DynamoDB/etc.
