[v3.1.2] Submitter search doesn't autocomplete

Auto completion in submitter search box works fine in v2.2.6, but doesn't work in v3.1.2. Patchwork no longer lists matches when you start typing. See: https://patches.dpdk.org/project/dpdk/list/.

Git-bisect points to a741c95, specifically because of the change in htdocs/js/selectize.min.js.
