Create maintainers list

We should create a maintainers list, and add to aggregated https://maintainers.cncf.io list by submitting a PR to it.

Given the project consists of two repositories with code, one option would be to create an aggregated list within this repository and link to it from the others. The other option would be to put it in the /sops repository, as soon as we have it.

If we enable a prow like GitHub action, which would help with allowing community efforts to attach the right labels to issues, etc.

It would probably be best if we have an individual OWNERS file in each repository, as required by the action. Potentially combined with just a MAINTAINERS.md file in this repository.

This may also be (indirectly) related to #1.
