Floating IP is not mandatory, for instance, a "accessible" IP could be automatically assigned from one of the networks provided.

This line

vagrant-openstack-provider/source/lib/vagrant-openstack-provider/action/create_server.rb

Line 67 in b7a0b35

host = env[:machine].provider_config.floating_ip
will fail in this case.

We should try to resolve the ip address if the floating_ip is not set
