as the title says, touch events with touch.type="penTablet" do not have the modifiers information.
this is also a bit related to issue #228, which is still open.

it seems that the twin mouse event that occurs (on at least one specific wacom tablet) together with the penTablet event (cf. #228 ) does have the correct modifier information. this allows for some workarounds at least.
