make scrapping not be available on as many items as it is #83

all items are showing that they can have the scrapping enchantment on them on JEI, even when it doesnt make sense for them to have it.
can you be a bit more strict on which items can be enchanted?

it only makes sense for it to happen on tools and armour if I understand how it works correctly right?
