webhook send post request doesn't try-catch ? I cann't find source code,Please #2287

Issue

Impacted version: 4.30.1

Deployment mode: under webcontainer , with an http frontend nginx

Problem description:

about Service Hooks

add a webhook url(jenkins) to a repo,
when jenkins is offline && I commit and push
gitbucket will send a post request
gitbucket will offline

I guess if doesn't try-catch this post request.
