Creating a user via API does not work when using LDAP authentication #2484

Issue

Impacted version: 4.33.0

Deployment mode: Gitbucket running in JBoss within a Openshift Container

Problem description:

Configured LDAP as authentication backend
Users get automatically created when they login for the first time and filter conidition matches
As admin user I created a token that I use for interacting with the Gitbucket API
When trying to create an user via the Github API (https://developer.github.com/enterprise/2.14/v3/enterprise-admin/users/#create-a-new-user) I get an HTTP 200 but no user is actually created

My expectation would be that the user is being created automatically as if he would login for the first time.
