[VSCode] Extension host process does not start in some cases

Bug description

I have some trouble with opening branches / PR of gitpod-io/gitpod with the latest VSCode in PROD. E.g. when I open this prebuilt PR (happens also with other prebuilt branches on gitpod-io/gitpod), I see the following symptoms:

• The Gitpod menu entries ar disabled.
• Running the command open components/server hangs forever.
• The tasks in .gitpod.yaml does not start (there is only one blank Terminal instead of 3).

It does not occur …

• when I open gitpod main branch.
• when I switch to VSCode stable instead of latest in the preferences.

That's why I think it is a problem with the lastest VSCode and probably opening prebuilt workspaces.

Reloading the browser step seems to help.

Steps to reproduce

Open #5795 with latest VSCode enabled in the preferences.
