Problem to solve

Back in #9003, we added support to connect to a workspace via a single SSH command. Cc @iQQBot @akosyakov @loujaybee

Proposal

While it's certainly useful to be able to access this command from the workspaces list in the dashboard and the workspace start page when triggering a desktop editor, it could be useful to also have a command palette action in the VS Code (Browser) editor that triggers VS Code notification to copy to clipboard the single SSH command, in a similar way sharing a running workspace or a workspace snapshot.

It should work the same way for VS Code Desktop as well.

Note: We should implement in gp first (#11415) then replicate the experience in the IDEs (e.g. VS Code).
