Add Code of Conduct to Repo

it's good practice to add a code of conduct for contributing to the repo, so that amazing developers who want to contribute are aware of assumptions and conventions.

Acceptance Criteria

  • a CODEOFCONDUCT.md file in the root of repo, stating
    • how to write issues
    • add [ci skip] to commits that should not trigger a build
    • best cloudformation practices to adhere to
