Надо написать методы для клиента и сервера:

для сервера: ожидание N клиентов (N передаётся в качестве аргумента) и арбиртраж ходов (рандом или FIFO);
для клиента: подключение к серверу (сервер можно захардкодить в исходники), вывод номера в очереди в консоли.
