Right now the LeCroy driver assumes waveform timestamps are in the same time zone as the glscopeclient session.

We can query app.Utility.DateTimeSetup.CurrentDateAndTime at startup to determine the time zone offset (if any) from the instrument timestamp to the glscopeclient session allowing us to correct back to UTC.
