Add Web Hook #10

Please add a webhook for readthedocs service so that we need not build manually on each merge.

click on settings and select "Webhooks & services" from left menu box.
Click on "Add service" button inside the "Services" section.
Type and select "ReadTheDocs" from drop down.
Finally check "active" and click on "Add service" button.
