Not all data sources are good for outlinks. Some of them are harvested very long time ago, others are not of a general interest, or do not have enough metadata to understand what they are. For this reason it is good to have a flag that marks data-sources that are reasonable for creating outlinks. They are marked for outlink not because other databases are not worthy to be used for that, but because:
data-source is regularly harvested, or became stable and does not require new harvests
data-source is known by users, and they are interested in knowing if a name is contained in that source.
additional bonus -- there is a URL to a data-source record that can be found.
in case if record URL does not exist, there must be a home page for the data source, from which a user
can continue to search/browse data-source data further
