Send Custom Transactions

What is this feature about? (1 sentence)

As a user I am able to send custom transactions in order to also perform transactions other than asset transfers with my Safe.

Why is it needed? What is the value? For whom do we build it?

This feature is requested by current Multisig users as this allows to interact with Smart contracts.

Screens

• Add Receive & Send buttons at the top-right, same height as the identicon on the left
  

• Recipient addresses are validated to be valid smart contract addresses
• Add Field "Value" (not in the current designs)
• Show error when value AND data is zero
• Rename "Data interface (ABI/JSON)" to "Data (hex encoded)"
• DON'T show transaction fee

• User needs to review transaction before submitting it.
• Also show "Value" on review screen
