Add device start/stop hook feature

I would like to track/implement policies on devices starting on the gns-server using hooks, similar to https://libvirt.org/hooks.html#etc-libvirt-hooks-qemu on libvirtd. Can we implement a hook when a device start/stop event happens.

An idea for arguments would be:

1. project
2. devicename
