Running in Windows 8.1 for non-programmer #2

Hi, I'm trying to use Amphitrite for some IMS data in a Windows 8.1 computer, but it is not working.
I have put the cdt.dll from driftscope v2.8 into the Amphitrite folder. It is a 76 KB file, but we use a Synapt-G1.
-May this be a wrong file?
I have installed Cygwin, butI do not know how to make sure that bin directory is in my path
-How is this done?

I only tested it on Windows 7, so Windows 8.1 could be the issue.
However if you haven't added cygwin to your path it won't work any way.
