Describe the bug
In user settings, the gray accent background appears on top of user preference dialogs. For example the MFA Devices screen, if you use Edit or Delete, the resulting interaction will appear behind the background.

To Reproduce
Steps to reproduce the behavior:

  1. Go to 'Settings'
  2. Click on 'MFA Devices'
  3. Select 'Device Row'
  4. Press 'Edit or Delete'
  5. Resulting window will be behind background if the browser is tall enough

Expected behavior
For the resulting action to appear on top of the background.
