Ability to see what is current deployed and what would be changed.

goblet plan -p PROJECT
which would return

function exists...
scheduled job will be deployed.... 
pubsub topic job will be updated....

Could be similar to how terraform plan outputs to json and has a readable version that can be printed to console.
