Same here,
Facing problems with both applications (Both of them use the same BigQueryJDBCDriver)

When I was trying DBeaver, but it keeps connecting to my BigQuery project in the cloud.

This would also be useful for us. My understanding is that this is a limitation of the JDBC driver.
I've filed a ticket with Google here- https://issuetracker.google.com/issues/328026886
