Right now, Harbor doesn't provide anything to download when there were no issues found.

It would be good to have a PDF from Harbor saying there are no issues, which can then be used to share.

In the harbor v2.7, there would be a warning message to tell user this export has no vulnerabilities found or matched as it's not meaningful to download an empty file.

It would be nice to have a PDF that's shareable saying that. To prove to others outside the org that there were no vulnerabilities.
