Add Changes to Configuration Other than to Projects in audit.log (TSA Security Act UK)

Hi there and hoping you're well -
For the Telecommunications Security Act (a new set of UK lawful regulations)- we need to please to have the following events within the audit log of Harbor:
Changes to Configuration Other than to Projects (Examples - Turning off log forwarding, any other changes that could affect Harbor, etc or cause issues if a bad actor performed them or they were performed by mistake. (High Priority- as if someone turns off logging, or does other config changes, bad actors could still do damage).
