URI filter in the search API

The search API at the moment misses the URI filters.

Add the URI filters which is similar to the string filters we already have: https://github.com/google/android-fhir/blob/master/engine/src/main/java/com/google/android/fhir/search/filter/StringParamFilterCriterion.kt
