<ceiling/>

results in the following error message

cvc-datatype-valid.1.2.1: '' is not a valid value for 'decimal'.

This error should be translated by http://code.google.com/p/cap-library/source/browse/java/src/com/google/publicalerts/cap/XercesCapExceptionMapper.java
