Pressing a with double dots in International Dvorak?

Hello,
I downloaded the International Dvorak keyboard with deadkeys but I am unable to press a with double dots or o with double dots.

How can I get a more Scandinavian Dvorak keyboard working in Chromebook?

I got the issue partially solved by using the ComposeKey -plugin:

now I can get ä with SHIFT-(old Q on keyboard) a but quotes stopped working naturally.
