Recent versions of GoogleAppMeasurement do not call required reason APIs. The team is working on more guidance to publish.

FWIW, other Firebase sub-dependencies are including an empty manifest like SwiftProtobuf, v1.26.0.

Can you please specify from which version forward, there's no RRA usage? I analysed the 10.17.0 version and two RRA calls showed up in iOS/mac os, and tvOS frameworks
