What steps will reproduce the problem?

1. Go to http://i18napis.appspot.com/address/data/RS to look at the requirements for Zip for Siberia
2. Notice that the ZipCode is 6 digits
3. Compare to Wiki where it states that Siberian Zip Codes are 5 digits: http://en.wikipedia.org/wiki/List_of_postal_codes_in_Serbia

What is the expected output? What do you see instead?
Zip of 5 digits.

What version of the product are you using? On what operating system?

This is actually for the Republic of Serbia, not Siberia, as my initial bug stated.

This is because we follow the new 6-digit standard. Apparently they've been trying to change from 5 to 6 for the last ~10 years, but half the population doesn't know about it....
