Issue with build for D72857 (245373)

Describe the bug
Windows agent build failed with the following error:

To Reproduce
I uploaded new version of the patch to the phabricator (https://reviews.llvm.org/D72857). Hopefully it's enough to reproduce the issue as I don't know how buildbot jobs are hooked to the phabricator.

Expected behavior
I would expect logs for ninja check-all task instead of the error message above, which seems to be an agent connection error message.

I suppose relative links do not work between files on GCP, I guess we will always need the full path in the links...
