Remove Travis CI once actions/setup-go#34 is implemented so that we can move everything into Github Action.

@wyk9787 I can see that actions/setup-go#21 lists a few workarounds / alternative solutions for this - can we adopt them like some other repos did (e.g. getsentry/sentry-go#319)?

Asking for this as it would be really nice to completely migrate away off Travis CI - its presubmits are very slow.
