Currently when a docset for an existing version is updated, latest is not updated. We should explore other ways to keep latest in sync with the true latest version docset.

Converting this to a Feature Request.

Rationale: All doc updates to googleapis.dev are tied to releases and performed by CI. We do not create new docsets for old releases, so this situation should generally be possible.
