Remove targets from support libraries: Silverlight, Windows APp 8, Windows Phone 8.1, Windows Phone Silverlight.
Remaining targets in support libraries: net45, netstandard1.3

Generated libraries will still support all targets, but will use an older version of support libraries as required to support the target.

An item from future planning in #787.
