This drops the package doc language from the managedwriter about it's status as a experimental package. Notable exceptions: The opencensus metrics status is still marked experimental (we want to move this to opentelemetry when that surface stabilizes), and the adapt subpackage still retains experimental label.

This PR removes-package level language where we describe this package as experimental. We do, however, continue to mark subsets of this package as experimental as we anticipate future changes.
Notable exceptions:
adaptsubpackage is still marked experimental. We'd still like to improve the proto3 experience, but such work necessitates further work in the backend. We retain the experimental label in this package to acknowledge there may be future changes here.
