Adopt new format for github actions (yaml) #1124

Currently the docs describe how to set up the older hcl-based github action, yaml is now the supported format: https://help.github.com/en/articles/workflow-syntax-for-github-actions#About-yaml-syntax-for-workflows

The docs should be updated to suggest configuration in this format.
