implement frame groups

frames should be able to 'snap' together by their edges, putting the frames into a group

when any frame in a group is moved, all frames should move together

when a frame in a group is resized, if any other frames are aligned with the axis they are resizing on, they should also be resized. otherwise, if resizing would cause them to overlap, the windows should be moved.
