The current version of the spec has a whitelist for all the valid modes for OpExecutionMode, but there currently is nothing said about OpExecutionModeId. Some of the listed modes for OpExecutionMode are actually meant to be used for OperationExecutionModeId, so I think this list in the spec is meant to be for both, but it would be helpful to clarify this.
